Some reorganization at Wis.community

Since I think it was confusing, and in the grand scheme of things not necessary any more, I've moved a few of the discussions in the PRIVATE area for the steering committee up into the general private area for the organizing coop. I then got rid of the Steering Committee area altogether.  It wasn't really serviing any useful purpose since you can always just address content to the Steering Committe (and in fact since at the moment the only members on the site are pretty much steering committee members, it's more or less a moot point anyway).
