Madison — With winter weather back in the capital city, Wisconsin demonstrators on both sides of Gov. Scott Walker's budget repair bill have a chance to set themselves apart from the out-of-state protest set.

Union supporters were clapping and chanting "We want justice" and "We are family" Sunday morning in the Capitol Rotunda as heavy, wet snow and then rain fell on the square outside. Though smaller than the massive crowds of last week, the group still added up to a sizable demonstration by normal statehouse standards, filling the rotunda with its numbers and its drumming.

Is the Journal Sentinel suggesting that the tens of thousands of protesters -- reported at 70,000 in other newspapers like the Minneapolis Star Tribune Saturday, were from somewhere besides Wisconsin?

UPDATE:  At 4 pm, a new lede paragraph:

Madison — With winter weather back in the capital city, demonstrators on both sides of Gov. Scott Walker's budget repair bill have a chance to show their commitment.

If they're looking for an explanation for smaller numbers today, maybe the second sentence, about the heavy, wet snow falling, would give them a clue.  Demonstrators have come from all over the state.  When Wisconsin gets a winter storm like the one today, travel is difficult.

WTF?
