Walker admin gives up on phosphorus rule change -- but in 2 years

On Monday, the new DNR secretary Cathy Stepp announced that the administration has given up on plans to write the new phosphorus rules out of being.  But they now 

Environmentalists said a delay would be worse than scaling back.

"The current laws that we have are not enough," said Jennifer Giegerich, legislative director for the League of Conservation Voters.
