Journal Sentinel editorial on federal decision not to give Wisconsin a share of $2-billion in rail money announced this week:


If this is payback for Gov. Scott Walker's refusal to support a high-speed rail line from Milwaukee to Madison, it's an ugly payback. Such decisions always should be based on sound policy, not politics.

Three quick observations:


1. Walker's decision to reject the money was based on politics, not policy. It included an in-your-face TV spot in which Walker dissed President Obama.


2. Politics ain't beanbag.


3. Payback is a mutha.
