Montage of Walker's Previous Assurances That Base Salary Bargaining Would Be Preserved

The Wisconsin Legislature Legislative Council has that the base salary that is "still negotiable" under Act 10 is, in many circumstances, much lower than the actual salaries that public workers receive, making "negotiation" impossible.  This is especially true for teachers, where on average, 30% of their income comes from so-called educational "add-ons" that are longer allowed to be included in union contract.

In other words, if you're a teacher, the lay of the land is now that the maximum you can "negotiate" is cost of living increase on your base salary, which doesn't include 30% of the income you receive from attaining a masters degree and other educational "add-ons."  And as the recent article pointed out, the school district can bargain in "good faith" as long as they don't go below that 30% threshold.  School district can restore this funding, but it completely at their discression and is prohibed topic of negotiation.

This is all, of course, a huge departure from Scott Walker's repeated assurances that base wages would remain intact:
