Talk about all show and no substance.


Gov. Scott Walker issues an executive order requiring his cabinet secretaries to meet with "front line" state employees to look for waste, fraud and abuse.


Did he need to spend state time and money issuing an order and putting out a press release? He appoints the cabinet secretaries. All he'd have to do is tell them, at a cabinet meeting or in an email.


This may qualify as all three -- waste, fraud and abuse. A waste of time and money. Fraud in pretending it does something. Abuse of the attention he commands because of the office he holds.
