Scott Walker wants able-bodied people, without dependents on food stamps (ABAWDs) to get a job in order to get future food stamps. What a novel idea... but it sounds familiar.
Oh yeah, we've already been there, done that. Remember Bill Clinton's welfare reform back in 1996? A big part of it was requiring ABAWDs to work in order to get food stamps, with the exception that the requirement wouldn't kick-in during times of high uneployment and there simply weren't jobs available.
So the last two years, Scott Walker's adminstration has asked for this waiver due to the state's high unemployment and lack of available jobs. However, he is currently seeking to end this waiver-- not because he has improved Wisconsin job's climate enough to earn his was off-of the waiver list, but because he is trying the blame the state's lack of job growth on the jobless-- they just aren't working!
