Johnson said in last night's debate that,



I would not favor comprehensive reform, because we tried that in the 80s and what that did was actually create an incentive for more people to come over illegally because they were granted amnesty, which, by the way, I'm totally against.


However, just in August, at a campaign stop in Baraboo, a questioner asked Johnson, "you say you first do 'one' before you do the 'other'... but, where do you stand on amnesty... amnesty after that?" And Johnson responded:



In my my mind you've got two or three categories of folks.  I mean, obviously people coming here committing crimes, you know, those guys need to be reported.  People coming here and feeding off the welfare system-- yeah. Then,  you've got people who have probably been here, working hard for some time, ya know. Those, those people, yeah I think you deal those people humanely.  Look, otherwise-- I'm sure their employers would be happy to pay penalties for them, but you have to apply penalties. There has to be some way of dealing with those folks.
